
PRIVATE UNIVERSITIES AT THE POLICY TABLE: MARSHALLS UNIVERSITY COLLEGE A MEMBER OF MINISTERIAL COMMITTEE.
In a significant move that underscores the growing recognition of the role of private universities, members of the Private Universities Founders Association (PUFA) held a high-level follow-up meeting on Wednesday, the 23rd of April, 2025 the Honourable Minister for Education, Haruna Iddrisu, and his Deputy, Dr. Clement Abas Apaak.
This meeting builds on the earlier engagement this year with the Parliamentary Select Committee on Education, held at Parliament House, and forms part of PUFA’s ongoing advocacy efforts to secure policy reforms and equitable support for private higher education institutions.
Also present at the meeting were officials from the Ghana Tertiary Education Commission (GTEC), including Dr. Newman, Director in Charge of Tertiary Education, who reiterated the Commission’s commitment to inclusive national educational development.
A key focus of the discussions was the inclusion of private tertiary institutions in national funding schemes such as GETFund and student loan facilities—opportunities currently skewed in favour of public institutions. In a landmark pledge, the Minister of Education proposed a dedicated allocation of GH₵25 million to GH₵50 million in the 2025 national budget to support faculty development in private universities. This unprecedented move signals a turning point in national policy direction.
Further demonstrating the Ministry’s responsiveness to concerns raised by PUFA, the Honourable Minister announced the formation of a seven-member Ministerial Committee tasked with reviewing existing tertiary education legislation. At the heart of the review is the consideration to amend the current legal requirement of a compulsory presidential charter, proposing instead a voluntary model that supports academic freedom while maintaining institutional excellence.
Marshalls is proud to announce that its President and Founder, Dr. Tetteh Nettey, has been nominated by PUFA to serve on this crucial Committee. Dr. Nettey’s inclusion affirms Marshalls’ thought leadership and active participation in national higher education reforms. The Committee is expected to submit its recommendations by the last Friday of May 2025.
